I think ELF hit another Home Run with a Primer. They have so many on their website that it is difficult to decide.
Packaging is made Well, something you would get from a high end line and Comes with a Pump. There is no scent. It has a bit of oily texture but I believe that is a good thing because it soaks into the pores. I decided to do a Full ELF Face for the proper review. After applying the Primer, I used ELF Foundation and Setting Powder and Extremely Shook with how Flawless my face looks. This is another Winner from ELF.
I would definitely purchase again

ETA: each of the two days I wore this primer (one as a base, the other as a mix in) with my normal foundation, I’ve washed my face only to find little whiteheads in different spots, so something in this is irritating and clogging my pores. It’s not bad, just not for me. Returning and not repurchasing.

The ELF Soothing primer was one of the only ELF primers I wanted to try, being that it’s water based (or has water as it’s first ingredient). I have tried their Mineral infused, but I do not like the feeling of silicone-full items smeared all over my face.
This primer has some comedogenic ingredients, but not super high or as bad as others I’ve seen. It does have hydrogenated polyisobutene as the second ingredient, which is a synthetic oil used instead of mineral oil. I’m reactive to mineral oil (acne). It also contains cetearyl alcohol and stearic acid – which are level 2 for comedogenic — so just be aware. There are some other nicer ingredients, Aloe, Licorice root, Chamomilla Recutita (Matricaria) Flower Extract, and Vitamin B5 and E which is why I was interested in it.
I have combo skin, dry from topical BP gel, but because I do wear BP on my skin all day – I know that I should be wearing a primer to help protect my BP from interacting with my foundation. My skin gets shiny normally, so I hesitate with primers – they always end up making me more shiny. This is a thicker primer, looks like a white lotion (which surprised me) and goes on like a lotion and doesn’t spread very easily. May be the lack of a ton of silicone, I’m not sure, but I didn’t want to over rub it too much into my skin because I have seen the reviews on ELF stating that folks had issues with the primer pilling. So I rubbed it over my T-zone with a light hand. It absorbed fine. Not greasy at all but I don’t see where the “soothing” comes in. Did not see any blurring or filling in of pores. I have the new WnW water drop primers and I think those feel more cooling/soothing and more water-based than this product (and are more runny and spread more easily) and $4.99 for more ounces of product. However, those have really strong scents – this one has no scent at all.
I feel my makeup applied totally fine over this primer (I let it settle on my face while I did my eyes) – no pilling – I apply my foundation (True Match — so not an overly matte or overly dewy foundation) with a damp sponge, and it was completely fine. No issues. No dry spots. I can’t be 100% sure, but I feel like my face is getting oilier with this primer than the day prior when I had just this foundation (but no primer). I will test further – but this seems to happen with every primer I try.
I think if you are looking for a non-greasy feeling primer, that is scent-free, more water-based and cruelty free/vegan, this is something to try. There are no claims of blurring, smoothing, or pore-filling, so I’m not sure what the real bonus is here, other than soothing/calming/hydrating. I give lower lippies for price, since ELF likes to have deceptive pump packaging that only holds .47 oz of product for $6.00 (so $12 for 1 once of primer?) That’s a lot. I do like the pump, but I prefer squeeze tubes (like WnW/NYX) instead, so you know you are getting all the product out. Not sure if I would repurchase until I can test further. I plan to try their Glow Up Primer serum (which has awesome ingredients and is $10 for 1 full ounce so cheaper than this but may have a scent) so it’s a matter of which one may be better for my skin!
